recent patch in glance is breaking RDO CI and Puppet OpenStack CI

we use swift backend FYI

we're not sure but we think it's related to https://github.com/openstack/glance_store/commit/1b782cee8552ec02f7303ee6f9ba9d1f2c180d07
 if one of you can have a look, that would be cool
maybe we do something wrong in Puppet manifests
