    Downgrade network not found log in DHCP RPC
    
    This is a normal occurence as networks are created and
    deleted. It's not something that an operator should be
    warned about.

Bug description:
  A neutron server log from a normal test run is filled with entries
  like the following:

  2016-03-08 10:08:32.269 18894 WARNING
  neutron.api.rpc.handlers.dhcp_rpc [req-a55cec8d-37ee-
  46b7-97f3-aadf91bcd512 - -] Network
  1fd1dfd5-8d24-4016-b8e4-032ec8ef3ce1 could not be found, it might have
  been deleted concurrently.

  
  They are completely normal during network creation/deletion so it's not a warning condition.
