[Bug 1557792] [NEW] unable to launch instances on ibm power8 nova-compute nodes

Private bug reported:

When I attempt to launch instances on IBM power8 compute nodes
(ppc64el), the nodes do not come up. Connecting to the kvm console shows
the following message "Guest has not initialized the display (yet).
Also, if I ssh to the compute node and do virsh list it shows that the
vm is paused. Also, the libvirt qemu log for the instance shows this in
the log:

error: kvm run failed Device or resource busy.

I'm using the the Trusty Ubuntu cloud image for ppc64el with the
architecture specified as ppc64.
