I believe Markus is saying this is a duplicate of bug 1511539 and since
that was only fixed on master for mitaka:

https://review.openstack.org/#/c/240612/

And wasn't backported to stable/liberty, the fix is not in liberty
(which you're using).

Could you test out https://review.openstack.org/#/c/240612/ and see if
that fixes your problem? If so, we could duplicate this bug and then
backport that change to stable/liberty.

Regarding comment 8 and using juju, you'd have to ask juju people.

Title:
  unable to launch instances on ibm power8 nova-compute nodes

Status in OpenStack Compute (nova):
  New

Bug description:
  When I attempt to launch instances on IBM power8 compute nodes
  (ppc64el), the nodes do not come up. Connecting to the kvm console
  shows the following message "Guest has not initialized the display
  (yet). Also, if I ssh to the compute node and do virsh list it shows
  that the vm is paused. Also, the libvirt qemu log for the instance
  shows this in the log:

  error: kvm run failed Device or resource busy.

  I'm using the the Trusty Ubuntu cloud image for ppc64el with the
  architecture specified as ppc64.

  /var/log off the nova-compute node is attached. As well as the juju bundle.
