  Dashboard Panels should not include custom/styles

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Dashboard Panels should not include custom/styles

  Currently the '/custom/styles' SCSS is included in
  Dashboard Panels
  1. project.scss
  2. identity.scss
  This introduces multiple inclusion of the same style.
  Instead this needs to be only done in app.scss.
