[Bug 1571392] [NEW] attach volumes when launch instances

It is better to add a UI option allowing attaching volumes when launch a new instance.
Some instances need to mount the attached volume at boot time (usually software start at boot time). Without this feature, it is required to launch a instance, attach volume then reboot it to make the software to use that volume.
