I Sint ser whats the relation between a cloud image and MAAS. It seems
you are running a cloud image on top of open stack and that's something
that MAAS doesn't do.

Title:
  ppc64 cloud images (14.04, 15.10) don't restart network after a
  'reboot' send from the CLI

Status in cloud-init:
  New
Status in MAAS:
  Invalid

Bug description:
  The ppc64el Ubuntu 14.04 and 15.10 cloud images don't restart the network after issuing a 'reboot' command from  the command line. The only way to restart the instances is to use a 'Soft Reboot' from the Horizon dashboard. 
  Cloud-init fails because the 'Network is unreachable'. 
  This does not happen for the x86 Ubuntu 14.04 cloud image.
