  QOS: TestQosPlugin should receive plugin name as an input

Status in neutron:
  Invalid

Bug description:
  The neutron QoS plugin test class 'TestQosPlugin' uses the hard coded name 'qos' as the plugin name (alias, in this case) and hard coded core plugin name as well.
  In order to inherit from this test class, and use it in the vmware-nsx integration, we need to set the plugin name dynamically, as a parameter of the test setup function, or in a separate internal method of this class.
