  ml2 plugin driver support for Lenovo networking switch

Bug description:
  This bug is filed to track the effort of supporting Neutron ML2 plugin driver for Lenovo networking switches.
  The patch will follow the Neutron Core and Vendor code decomposition spec, and only include Data models, Extension definitions and Requirements file targeting vendor code.
