  lbaasv2 Health monitor limitation

Status in neutron:

Bug description:
  We can not configure second health monitor on and openstack.

  We can not create lbaasv2 health monitor without attach it to pool
   [ neutron lbaas-healthmonitor-create --delay 3 --max-retries 3 --type HTTPS --timeout 9
         neutron lbaas-healthmonitor-create: error: argument --pool is required]

  We can not assign health monitor to pool with other healthmonitor configure
  [ neutron lbaas-healthmonitor-create --delay 3 --max-retries 3 --type HTTPS --timeout 9 --pool 10240065-efc0-4390-abd8-28266ccbaa37
  Only one health monitor per pool allowed.  Pool 10240065-efc0-4390-abd8-28266ccbaa37 is already using Health Monitor 972914b1-c670-4d4b-aaef-ec2c41568ecb]

  We can not change healthmonitor for a pool because we cannot create
  one

  We can not create additional health monitor without creating an
  unneeded pool or delete the current health monitor first
