  Domains Panel Visible when domains off

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  When using Keystone v3 with Horizon with the Multi-Domains disabled,
  the Domains panel is still visible.

  Settings:
  OPENSTACK_API_VERSIONS = { "identity": 3, }
  OPENSTACK_KEYSTONE_MULTIDOMAIN_SUPPORT = False

  Policy file:
  The default one (not the domains specific one)

  In Addition the tablerow actions on the domains screen for each domain
  produce errors, which is expected because multi-domains arent enabled.

  Am proposing we hide the domains panel if
  OPENSTACK_KEYSTONE_MULTIDOMAIN_SUPPORT = False
