    admin permissions depends on OPENSTACK_KEYSTONE_ADMIN_ROLES
    
    In dashboard or panel, 'openstack.roles.xxx' is used
    as a permission control. 'xxx' in 'openstack.roles.xxx'
    is a real role name.
    At the moment, it is not addressed OPENSTACK_KEYSTONE_ADMIN_ROLES.
    This patch will address it.

  Fix Released

Bug description:
  In openstack_dashboard/dashboards/admin/dashboard.py, the permission of Admin dashboard is specified.
  However it value is used fixed string.
  'xxx' in 'openstack.role.xxx' is a real role name.
  So at the moment, it can not address change of 'OPENSTACK_KEYSTONE_ADMIN_ROLES'.
