[Bug 1595264] [NEW] cloud-init set password not working in Cloudstack VPC on Ubuntu 14.04

 

Public bug reported:

I created an Ubuntu 14.04 template to use in Cloudstack and installed
cloud-init from repo. Cloudstack will set the password of user ubuntu
during creating the vm. This works perfect when deploying in an isolated
network, but when deploying in a VPC I am unable to log into the VM.

Our Debian8 template where we installed cloud-init from jessie backport
is working in both types of network.
