    Place Create Image in global actions, not batch actions
    
    See bug report for details.  Nothing should appear differently due to this
    change in Horizon, but the effect is that anywhere we want to see global actions,
    this will show up in the list.
    
    Added test for registration and fixed over-general app.core reference.

  NG Image registers Create Image incorrectly

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  NG Image registers its "Create Image" action as a batch action, when
  it should instead be a global action.

  The effect of this is somewhat small for typical Horizon, but it has
  effects in Searchlight or anywhere that quick-launch actions are to be
  presented.
