  OVS agent dies if neutron-server is unavailable

Status in neutron:

Bug description:
  On Mitaka we observed the following stacktrace in OVS agent, after
  which it died: http://paste.openstack.org/show/508444/

  That happened during neutron-server partial unavailability, when some
  part of RPC requests timed out while others succeeded. The nature if
  the server unavailability is a different issue, but I think that an
  agent should survive no matter what.
