Create a LBaaSV2 LB with a listener. Remove listener. Port Detached. Add listener. Nothing happens.

Case 2:
Create a LBaaSV2 LB with a listener. Add another listener. Remove one of the two. Port Detached.

This is merely an annoyance.

neutron port-show shows nothing for device_id and device_owner.
In Horizon shows as Detached.
