Bug description:
  tox.ini needs to respect upper-constraints in order to pin CI jobs as
  time goes on.

  This is as simple as adding to install_command:

  -c{env:UPPER_CONSTRAINTS_FILE:https://git.openstack.org/cgit/openstack/requirements/plain
  /upper-constraints.txt}
