Title:
  Subnet update bumps revision_number for network but does not notify
  about the change on RPC wire

Status in neutron:
  In Progress

Bug description:
  Since https://review.openstack.org/#/c/350953/ landed, we now bump
  revision_number for networks on subnet update. We don't propagate the
  change to AMQP consumers though. We should make sure that bump results
  in RPC wire update for network resource.
