2. Which storage type did you use?
   Ceph

3. Which networking type did you use?
   Not relevant 

Because of https://bugs.launchpad.net/nova/+bug/1334398, the option
disable_libvirt_livesnapshot is used to disable libvirt's live snapshot
for a workaround. But for Ceph based instances, it just uses the
snapshot backend's capability of 'direct snapshot' instead of libvirt's
libvirt blockRebase. So the option disable_libvirt_livesnapshot is not
relevant to the case of Ceph storage. The default options should allow
to do live snapshot with instances on RBD storage.
