Error message on create subnet modal shows network name as "None"

Bug description:
When an error occurs on the create subnet modal, the error message
shows network name as "None" because the network name is only
available in the create network modal not the create subnet modal.
Thus the error message from the create subnet modal should not mention
the network name.
One way to trigger an error on the create subnet modal is mentioned on
