[api-ref] Add max number of characters for tag
The maximum number of characters allowed in a tag is 60. This
is not specified anywhere in the api-ref. This change adds the
limit to the api-ref in the tags section.

Bug description:
The maximum number of characters allowed in a tag are 60. The user
comes to know the limit only after he exceeds the limit and faces
error like this: "Invalid input for operation:
'tooooooooooooooooooooooooooooooo loooooooooooooooooooong tag
1234567890' exceeds maximum length of 60."
The limit must be documented in the api-ref here:
