  Fail to open angular launch instance modal

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Steps to reproduce:

  1. go to project/instances panel
  2. click launch instance action button to open the angular launch instance modal

  uibmodal is only available after angular bootstrap version 0.14.0.
