Restarting neutron-ovs-agent with broken rabbit results in no security
groups applied to all vms on HV.

Bug description:
During a production issue with rabbitmq we thought we had fixed the
rabbitmq issue. The neutrons agent's were not reconnecting. We
restarted the neutron-ovs-agent and immediately started to get reports
of VM connectivity being broken by users.
Logged into a compute node and noticed that none of the security group
rules for the vm's were populated. Once we (re)fixed the rabbitmq
cluster vm's started coming online.
The agent should not remove the existing security groups rules until
it is able to successfully connect to neutron-server and get the
replacement list.
