execute the command:
[root]openstack flavor create m1.little --id 6 --ram 1024 --disk 5 --vcpu 1 --public --rxtx-factor 1

the command return:
[root]Not all flavors have been migrated to the API database (HTTP 409) (Request-ID: req-37957ba2-1c1c-45ff-8dcf-4458d99f3729)

follow this prompt,i found that instance_types exists in database
nova,bu not exists in database nova-api.
