  After one instance created, failed to use cli 'nova get-passwod' for getting admin's password.

  Steps to reproduce
  ==================
  * Config nova.conf
  [libvirt]
  inject_password=true
  inject_partition=-1
  * Create one instance
  # nova boot --flavor 1 --image cirros test
  '| adminPass                            | cU8bi4mB4TxC  '
  * Use CLI nova get-password test to get admin's password
  # nova get-password test

  Expected result
  ===============
  Get password like 'cU8bi4mB4TxC'.

  Actual result
  =============
  Get nothing.
