  Looks like one of the links in
  http://docs.openstack.org/developer/nova/how_to_get_involved.html#how-
  to-do-great-nova-spec-reviews needs to be updated.

  That, or, some redirect is happening so that you can't ever get to a
  /devref/ listing. The link is
  http://docs.openstack.org/developer/nova/devref/kilo.blueprints.html
  #when-is-a-blueprint-needed.
