  if 'enable_router': False, I always get this error:
  /var/log/httpd/error_log:[Fri Jan 27 15:29:32.804086 2017] [:error] [pid 14936] TemplateSyntaxError: u'routers' is not a registered namespace inside 'horizon:admin'

   all work fine.
