[Bug 1661570] Re: Failed to create resource provider record in placement API

The failed job I had with this error is:

http://logs.openstack.org/53/423153/10/check/gate-tempest-dsvm-neutron-

And it had the placement API enabled:

This job is still intermitently failing, and showing this error:

There are still lots of FAILED jobs with this error in the logs:

But there are successful ones as well.. so I can't say how serious the
issue is.
