    add test for host aggregate create fail due to duplicated name
    
    1. extend "_test_generic_create_aggregate" method to accept
       existing_aggregates array argument as mock data
    2. add "test_create_aggregate_fails_duplicated_name" to test if the
       error message is shown when name conflict happens

  duplicated name test for host aggregate create  needs to be added

  Fix Released

Bug description:
  The current test cases do not consider the circumstances that some
  aggregates were existed on the system. Thus the name conflict case is
  not tested.
