  Add support for detecting whether a gre interface exist or not

Bug description:
  we can use the function  device_exists in
  neutron.agent.linux.ip_lib.py  to detect whether a  ether device exist
  in the namespace or not, sometimes,  maybe we want to detect whether a
  gre interface in a specified namespace.
