  TypeError: coercing to Unicode: need string or buffer, NoneType found

Bug description:
  Using brand new cloned horizon with tox -e runserver, I will always
  get the following error the first time I try to go directly to urls
  like:

  http://127.0.0.1:8000/identity/

  Once I change it to anything else, it works.
