nova.api.openstack.placement.handlers.allocation uses and
_extract_allocations method which could be remove in favor of
nova.api.openstack.placement.util:extract_json

A nice tidy up, leaving as a bug as a reminder to cdent or a low hanging
fruit for someone else to pick up.
