Bug description:
  Hello
  My customer wants to free up cloud resources as they are not used all the time. So I told him to do shelve instances and the resources will not being counted. Unfortunately I see that resources usage is still counted on Horizon project review and using cli openstack usage show. I think that shelved instances shouldn't be counted as they are not using any compute resources.
