[Bug 1716963] [NEW] ovs dependencies fail to install on devstack plugin with Fedora

Public bug reported:

Devstack fails when trying to install ovs dependencies with F26. It                                                                                                                        
tries to install a non-existant kernel-foo package as the is_fedora flag                                                                                                                      
on devstack doesn't differenciate on Fedora/CentOS/... and currently                                                                                                                          
this was failing with Fedora 2 due to - _ mismatch in package name.
