    Remove hardcoded check for subnet actions of a shared network
    
    Currently create subnet, update subnet, and delete subnet actions
    for a shared network are restricted to admin users only.
    
    This patches removed this requirement so that the actions are
    enabled based on the neutron policy.

Bug description:
  Currently the create subnet, update subnet, and delete subnet actions
  for a shared network are restricted to admin users only. Instead of
  hardcoding this requirement, these actions should be enabled based on
  the neutron policy.
