Title:
when create a project from the create user modal, the project is not
  automatically selected

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
When you create a new project from the create user modal (when
creating a new user) the new project is not automatically added and
selected in the projects dropdown. Although this happens, the user is
able to create the new user within the newly created project as well.

  Steps to reproduce:

  1. Login as Admin and go to Identity>Users panel
  2. Click on "Create User" button
  3. Fill in required fields and for the "Primary Project" click on the "+" button at the end of the input
  4. The create project should load. Fill the name input with some random project name
  5. Click the "Create" button.

  Expected Results:
The Create user modal should be loaded and the "Primary Project" field should have the newly created project selected or at least be included as an option in the select field.

  Actual Results:
The create user modal is loaded but the "Primary Project" does not include the newly created project and is not selected as well. Also if you click "Create" on the user modal, the user will be created and assigned to the newly created project
