Actually, I am able to reproduce this.  The two console windows are
stacked on top of each other, so it's easy to miss this.

  Click "Open Console" link on the instance balloon of network topology

  How to reproduce:

  1. Create an instance
  2. Open Network Topology panel
  3. Put the mouse on the instance 
  4. Click "Open Console" link on the instance balloon

  Then you will see two windows opened.
