Steps to reproduce:
1. create centos 7 vm with CentOS-7-x86_64-DVD-1708.iso
2. do the neutron test docs [1] steps:

- git clone https://git.openstack.org/openstack-dev/devstack ../devstack
- ./tools/configure_for_func_testing.sh ../devstack -i
- tox -e dsvm-functional

3. test failed
3.1 a lot of errors: "ImportError: No module named agent.linux.ip_lib"
for instance: http://paste.openstack.org/show/626568/
3.2 ovsdbapp: Connection refused
