  "Default panel not registered shown when unregister is called from
  customisation module"

Bug description:
  Steps to reproduce the issue.

  1) Create overrides.py(customisation module).
  2) Call unregister for a default panel of any dashboard.
  3) You get an exception saying "Default Panel is not registered" although default panel was registered.
