  Error when create subnet at admin dashboard

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  1 create a public network
  2 click and see detail of this network
  3 create a subnent for this network

  then a error will raise:
  Error: Failed to create subnet "200.21.9.1/16" for network "None": Invalid input for network_id. Reason: 'None' is not a valid UUID.
