I rendered the repository from Git with the hunch that I am using the
old repo. It worked and new repo didn't ran into same bugs.

Issue is ok to be closed.

  tox failure (Horizon)

  Invalid

Bug description:
  I have a fresh installation of Horizon on Ubuntu Virtual Machine and I
  am having issue running tox command set. It comes up error while
  running "tox -e manage -- collectstatic".

  ERROR:
