Title:
  Horizon needs to consider handling volume attachment where volume
  could be attached to a physical server not vm instance in nova.

Status in OpenStack Dashboard (Horizon):

Bug description:
  Horizon volume management currently assumes that the cinder volume is attached to a vm instances. Where it retrieves the attached information from the nova db (based on the instance ID). Cinder is a generic volume service and in the future the instance id could be a bare-metal server not necessarily managed by  nova.
  Currently, horizon throws an exception “ Error: Unable to retrieve attachment information.”, Horizon needs to handle this path better. For example, if it is unable to retrieve the instance name, it needs to show the instance id or allow others to define source where the information could be provided.
