  Distinct behavior between client and server side filters

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  The Server side implementation for the filter on 'Users' and
  'Projetcs' defines only some columns to be filtered, the client side
  filter implemented on horizon/static/horizon/js/horizon.tables.js is
  using all available columns.
