  Using non-ascii characters as filter_string  will raise an error

Bug description:
  How to reproduce:

  1. go to identity -> projects

  2. type some non-ascii characters(e.x. simple chinese) into the filter
  column on the right-top corner of the project tables.

  3. click 'Filter', then an error message will show up.
