  Showing Error message in the admin panel if there is no instances

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  If the user have no VM instances. The admin will get error  which is
  :Error: Unable to retrieve instance size information. But in fact this
  is not an error.
