  bgp_dragent.ini causes bgp agent crash

Status in neutron:

Bug description:
  The file bgp_dragent.ini needs to end in .conf, not .ini. Ending the
  file in .ini produces this in the logs

  Changing the extension on the file to .conf resolves this issue.
