[Bug 1745412] [NEW] test_l3_agent_scheduler intermittent failures when running locally

As part of my dev process, I run the py27 target frequently on my local workspace dev env to verify changes/fixes.
Over the past few months I've begun to get intermittent failures in the test_l3_agent_scheduler module. I've collected the failures from the past week and posted them on pastebin [1]. Note that some of these failures are not test_l3_agent_scheduler, so disregard them for this particular bug report.

To try and eliminate the possibility these failures could be related to
left over artifacts from previous py27 in my workspace, I've tried
deleting .tox/, .stestr/, etc. in my workspace before running py27. It
doesn't seem to help.

Therefore it seems there maybe a race/timing issue in these tests.
Interestingly enough I don't find any hits with logstash, so it's not clear why I'm getting them locally (say 1 of every 4-5 runs of py27).
