nova list --status SOFT_DELETED does not return soft-deleted instance 

Steps to reproduce
==================
1 enable soft-delete by setting reclaim_instance_interval > 0 in nova.conf on api and compute nodes.
2 $ nova boot --flavor xxx --image xxx --nic xxx VM
3 $ nova delete VM
4 $ nova list --status SOFT_DELETED

Expected result
===============
VM is the returned table.

Actual result
=============
It is not.

Environment
===========
$ nova --version
10.1.0
