[Bug 1794138] Re: placement api ref should state that PUT empty allocation will delete the consumer

 

Since there is no top-level consumers resource in the placement API I'm
not sure how much internal machinery we want to document in the
reference. This came from a comment I had in a nova change that
mentioned it - and I'm mostly concerned about nova making assumptions
about how the internally undocumented behavior of placement works today
but might not work in the future.

Bug description:
  When empty allocations dict is sent in the body of PUT
  /allocations/{consumer_uuid} the placement deletes the consumer. This
  should be stated in the API ref.
