Bug description:
  Description:
  Boot to OS with BME dock is connected, plug in two 4K monitors to dock, hot plug/unplug BME dock, and then find a external monitor show garbage.(FR: 1/10 times)

  Expected Behavior:
  External monitor don't show garbage after dock/undock BME.

  Steps to Reproduce
  1. Flash Latest BIOS, install Ubuntu OS 18.04.
  2. Boot to OS, connect a BME Dock to SUT;
  3. Connect two 4K Monitors  to SUT;
  4. Dock/undock BME and find one Monitor show Garbage.---->problem(refer to pic)
